Was it done because it promotes the same rights? Or was it just doing it for money? Ideas about this?

I know that it was for equal rights before the film
The director probably thought the players, and Sean Penn come to mind and thought that Penn did a great job
Probably a combination of things.
He's in Hollywood in his life (his father) was in the economy. So he called the homosexual all their lives and I am sure that you want to promote equal rights.
There is also a very talented player who is improving with each performance. Milk was probably a stretch for him was so professional growth.
Harvey Milk was a hero to many Californians, and probably benefited from the payment of tribute to the man.
I doubt that money. Penn has had enough, and you can get more with a different film.
I think that because it is a very up guy.
I believe that Mr. Penn did because I knew the story of Harvey Milk, knew that was Mr.VanSant the movie of your life, and wanted to recognize the equality of the movement. In addition, found money, and an Oscar nomination is not very painful.
Penn Gus Van Sant has always had in mind for the role, because the area of Penn and physical resemblance with the milk. Penn is always looking for different projects and met many of Van Sant, so I took the role.
All of the foregoing. It is a social and political consciousness of working people, which is reflected in its mission.

Also likely. I really know nothing about Sean Penn, what I said is a guess of mine.
It was an interview with the producer, said he wanted the best actor for the job, regardless of sexual orientation.
He supports same-sex marriage. In glad that the producers chose him, he's a great actor. Have you seen I Am Sam? Amazing film made me cry.
